Eliminating the $800 de minimis threshold for shipments to USA

Archived post from 2025-08-06. Terms and prices may have changed.

Dear colleagues, please note

Starting August 29, 2025, a new executive order from the President of the United States will come into effect, eliminating the $800 de minimis threshold for all international commercial shipments.

What does this mean

Previously, shipments valued at $800 or less could enter the U.S. without duties and via simplified customs clearance (i.e., no inspection or tax collection).

Now, the exemption will be removed for all countries — even if the declared value is below $800, duties, taxes, and export charges will apply.

This change may significantly impact online business logistics and international trade flows.

What will change on August 29, 2025?

  • For express shipments (DHL, FedEx, UPS Express) from Ukraine:
$80 flat fee per parcel + 10% tariff on the value of each item.
  • During the transition period (first 6 months):
For shipments via national postal services (e.g., Ukrposhta, Poczta Polska, USPS):
A fee of $80–$200 per item (depending on country of origin and shipment) will apply
to each item in the parcel, not the parcel as a whole.
  • After 6 months, all shipping methods, including national posts,
    will follow the express model:
For Ukraine – $80 per parcel + percentage based on total value.

Important: the recipient will be responsible for paying all applicable charges.

Note: shipments sent on or after August 15 may already fall under this regulation.

What can you do today?

  • We recommend storing your products in a U.S.-based warehouse.
This will help avoid extra charges when shipping to U.S. customers
and may be the only way to stay competitive for some products.
  • Pay attention: customs inspections may cause serious delays.
Packages may be held for days or weeks while customs requests documents confirming item value and origin.
For personalized products, this can be especially disruptive.
  • If personalization is required, you can use our U.S. warehouse services:
engraving, embossing, laser cutting, and more.
  • When shipping from Ukraine – use consolidation / Global Forward solutions via express carriers.
This helps spread the customs charges across multiple items,
reducing the per-item shipping cost increase.
  • Seller Online, as a logistics operator, can manage payments, broker communications and customs tracking — tasks that may be difficult for individual senders.

We continue to monitor the situation closely and will keep you informed of any developments.
